I can't easily come up with any start-up ideas in these. There may very well be ideas for people more familiar with problems these methods might solve. Of course, some of these things were purely academical and others concern (inter)governmental agencies. The rest look like improvements for already existing systems. There might be some potential in the decision support system area, especially in how to visualize the information (in this seminar, there was one about DEA and ranks and visualization of results). There's some research pointing to the use of DSS as a kind of devil's advocate in decision problems, so anything in that area really. Good question.
